Locate initial demand by a critical density of potential users, i.e. about 30 users within 100 meter square of relatively dense housing, such as a block of flats or maisonettes.
Explore a social landlord's opportunities to use a NAN to benefit themselves and their tenants, knowledge is needed of:
- General and specific physical details of buildings in the neighbourhood, with connection routing and small cabinet location options..
- Current costs for landlord and for resident of their relationship.
- General and specific social and economic details of people in the neighbourhood.
- Location of active local organisations, with their skills, needs and desires.
- Potential finance, materials, skills, and learning resources internal and external to the neighbourhood.
- Surrounding connection opportunities, within the town / city and globally.
Explore the utility of a NAN with residents through an initial presentation of the features and benefits.
This is followed by structured training of one or two days for community leaders and other interested neighbours, who are supported in introducing their neighbouring tenants and residents to using the systems effectively.
It is desirable to maintain a network with Internet connection during the time from initial public presentation to the completion of the network installation. There are a number of options for the physical infrastructure to do this.
Finance options explored with supplier and independent lease purchase finance; also ethical investment banking, group guarantee systems such as those by the Triados Bank; also mortgage finance; also concentrating individual input such as individual loans from a credit union.
Tax write off period and advantages to suppliers of kit for re-use explored.
Network development options and costs are outlined, i.e. longer or shorter time perspectives for benefits and returns; fast or slower development paths. "Easy routes" and synergistic relationships looked for. Partnerships may support developments.
Proposals for development routes with different costs and benefits are presented to landlord and residents. These costs are divided into cash costs for capital equipment, local labour costs, and other resources needed. Different routes may be found to finance these different cost types.
A community business is formed, with stakeholders who are users living in the neighbourhood. 500 users may be a useful maximum number fir any financially responsible group. The physical and IP networks can have larger numbers of users.

Train neighbours, especially community leaders, in development and use of the NAN and its online systems, with partners, as appropriate. Train any new installers from the neighbourhood, and work with accredited suppliers to gain 15 to 20 year guarantee on the IP network.
Encourage diversity, online games and other spontaneous interactions within and beyond the neighbourhood.
Support for regular reviews of practice, global exchanges of information, and the development of appropriate best practice models
Introduce new services and upgrade network as appropriate and cost effective.
